I was looking through the rules and was wondering what about when we want our cats to mate, how do we go about that, and them having kits? Is it allowed in the RPs?

Since this site is rated PG and below, yes, that is allowed in your roleplays.
If you want your characters to mate, PM the Player and discuss with them how it'll be done. Once you guys figure out a solution, let me know and I'll let you know if that's acceptable, if it follows the site rules, and if it follows the rating well enough. Most should be fine, though, so it shouldn't be much of a problem.
If any problems in the processes do occur, however, don't be afraid to ask more questions about it. C:
